But there is another way – or so Professor Ruth Drexler believes. Hence her secret mission deep in Eastern bloc territory, to uncover a hidden city, never before glimpsed by human eyes: the Parliament of the Silurians, the lizard people who ruled the Earth before humankind.

“There should have been another way.”

The TARDIS materializes in an underwater base after escaping being shot at it in orbit by a defense satellite Sentinel Six.  It appears to be the year 2084 and the super powers appear to be on the brink of war.  This event makes it a perfect time for a group of Silurians with their elite group of Sea Devil warriors to attack the sea base. 

The Silurians plan on launching the missiles from the sea base and start a world war that would kill all the humans on the surface.  The thing about the missiles  is that they destroy all life but leave all the buildings which would make it ideal for the Silurians and Sea Devils to reoccupy the Earth.  The dilemma for The Doctor is that he wants to save both groups but the Silurians are making it really difficult with their actions for The Doctor to help them.  What makes matters worse is that an enemy faction is in the sea base also sabotaging it so it can’t fire its missiles making The Doctors job all that more difficult.

There is something wrong with the over at the nuclear power plant over that is built into the cave system at Wenley Moore.   Constant power surges, technicians going crazy and something living down in the caves.  The Doctor and UNIT head over there to investigate what is going on and The Doctor and Liz immediately figure out something strange is going on.  Wanting to find out more The Doctor heads into the cave and finds out that there is indeed something living in the caves.  It is one of the oldest races on earth.  The Silurians have awakened and they want to take the earth back from the apes that now live on the surface. The Silurians are bent on wiping out all humanity if they have to to get what they want and its up to The Doctor to stop both races from eliminating each other.
